Highlights of the 2024 Edition
Throughout the 2024 edition of the NYC Apartment Management Checklist, the text of each chapter has been updated to reflect changes made since the last edition. Highlights include:
- Chapter 8: Sidewalk Sheds, Scaffolding & Netting covers new Building Code provisions that permit the installation of approved artwork on sidewalk sheds, construction fencing, and netting, and discusses DOB’s Get Sheds Down plan, which will seek the elimination of long-standing sheds.
- Chapter 15: Climate Mobilization Act Compliance discusses new DOB rules implementing Local Law 97 of 2019 that set procedures for reporting on compliance with annual greenhouse gas emissions limits for buildings, as well as proposed rules that would set forth the framework for assessing penalties and issuing mediated resolutions, establish credits for owners who undertake beneficial electrification, and establish emission factors for certain natural gas fuel cells.
- Chapter 24: Fire & Emergency Safety Plans & Notices discusses five new laws that strengthen and regulate the fire safety of e-bikes and scooters, and the lithium-ion batteries that power these devices.
- Chapter 26: Gas covers proposed rules that would require installation of natural gas alarms in private and multiple dwellings by May 1, 2025.
- Chapters 30–32 on Lead Paint discuss new laws that address lead paint notice and inspection requirements and amend remediation requirements. Lead-based paint found within dwelling units and in building common areas is now classified as an immediately hazardous, Class “C” violation.
- Chapter 40: Garbage Removal explains new rules that change the time that trash can be placed out for next-day pickup, as well as new rules making mandatory a citywide program for composting organic material.
- Chapter 41: Recycling discusses the Zero Waste Act, aimed at reducing the amount of organic waste in landfills, as well as mandatory curbside composting and an upcoming requirement for residential buildings to place trash out for collection in secured containers designed for mechanized collection.
