Most covered buildings must submit their first annual emissions report via the DOB’s Building Emissions Assessment Management (BEAM) platform. Large buildings following the prescriptive pathway (Article 321) must file their one-time report by the same deadline. DOB is allowing a grace period through June 30, 2025. Submissions made by then will not incur penalties, but enforcement begins after that date.
