President Obama has formally announced his intention to nominate Housing and Urban Development Secretary Shaun Donovan to lead the Office of Management and Budget, and selected San Antonio Mayor Julián Castro to replace Donovan at HUD.
On May 21, the House Appropriations Committee approved by a vote of 28 to 21 the FY 2015 Transportation-HUD (T-HUD) appropriations bill. The House bill has a funding level of $52.03 billion, $1.2 billion more than the FY 2014 enacted funding level and $7.8 billion less than the president’s FY 2015 budget request. However, given the reduction in offsets caused by a decline in Federal Housing Administration receipts, the program level within the bill is more accurately $1.8 billion below the current level.

On May 21, HUD issued guidance making $5 million in tenant protection voucher assistance available for certain at-risk households in low-vacancy areas. Notice HUD 2014-13 provides instructions, eligibility, and selection criteria for $5 million of the $130 million appropriated for tenant protection actions in the Consolidated Appropriations Act, 2014 (PL 113-76). HUD will accept requests for assistance on a rolling basis until the funding is exhausted.
After the 2011 notice of funding availability (NOFA) to solicit bids for performance-based contract administrator (PBCA) contracts was completed, several PBCAs sued HUD, claiming that the NOFA wasn’t an appropriate method for awarding PBCA contracts. PBCAs administer Section 8 HAP contracts for HUD. And PBCAs in the contested 42 states and territories are continuing to operate (without conducting Management and Occupancy Reviews) under a series of three-month extensions that’s expected to last until awards can be made.

Congress recently approved three initiatives in HUD's Multifamily Transformation Plan. Secretary Donovan announced that HUD will proceed with its existing plan for the transformation, with one key modification. For now, Asset Management employees will not relocate to other offices. They will continue to operate in existing offices around the country. But the plan will remain otherwise unchanged. Several HUD forms are expiring at the end of March 2014. Although using expired forms can result in a Management and Occupancy Review finding, you won't be penalized for using these forms until the new ones are issued. These forms include model leases, 50059s, Race/Ethnicity Form, EIV Coordinator Access Authorization Forms and User Access Authorization Forms, and some sample forms.
HUD recently awarded nearly $1.8 billion to public housing authorities in all 50 states, as well as the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands, to make major large-scale improvements to the nation’s 1.1 million public housing units. The grants are provided through HUD’s Capital Fund Program, which provides annual funding to approximately 3,100 public housing authorities to build, repair, renovate, and/or modernize the public housing in their communities.
